I have had a tech out here twice and they test the download speed using. 24Mbs. I think that AT&T U-Verse is capping bandwidth on all downloads and letting.

U-verse Pro upgraded to Max, but actual new speed. - AT&T.
I'm showing from Dallas: / -Download Speed: 10868 kbps (1358.5 KB/sec transfer rate) / -Upload Speed: 1409 kbps (176.1 KB/sec transfer rate).
